Step:1
Right click anywhere in the stage. Select document and properties, customize your stage as width (400px) and height (300px) and background color is white.
Step:2
This step is very important for this animation. Open a excavator image in photoshop software. Cut the images using magnetic lasso tool, save the parts individually (as transperant image)

Import all images into library (File ->Import). Create 4 layers in timeline, drag the vehicle image in layer 1.

Similarly,drage the second part image in layer 2, first part image in layer 3, fourth part (scoop image) in layer 4.

Take the bone tool in tools menu, and draw the bone image like this (its important step)
Step:6
Click the 50th frame in Armature layer. Press F6 for keyframe. Create frame in layer 1,2,3,4 by clicking and pressing F5 on 50th frame. Create keyframe 10,25,40th frames in armature layer by clicking and pressing F6.
Step:7
Select subselection tool, click 10th frame in armature layer,and adjust the parts. Similarly adjust parts on 25,40th frames.
Step:8
Drag the 4th layer into last in timeline. Similarly drag the layer 1 above the armature layer.
Step:9
Press control + enter for test movie.
